🏛️ The White House Reaches an Ethics Deal on CLARITY, Clearing a Path Forward
The single biggest roadblock to crypto’s landmark market-structure bill may have just moved.
Crypto In America host Eleanor Terrett reported Monday afternoon that the White House has agreed on an ethics package for the CLARITY Act and sent the language to certain Senate Republicans. The details aren’t public yet, and she’s reached out for comment, but industry participants told her they’re hopeful it could clear the way for updated bill text to be released soon.
This matters because the ethics provision has been the primary fight. For weeks, Senate Democrats led by Elizabeth Warren have refused to support CLARITY unless it bars the president, senior officials, and their families from profiting off crypto. That demand was significantly strengthened after Trump disclosed over $1.2 billion in cryptocurrency income. Democrats went as far as calling it a “corrupt bill” at a press conference last week. If the White House has genuinely signed off on ethics language, it removes the exact objection that’s been giving Democrats cover to withhold the seven-plus votes CLARITY needs to clear the 60-vote threshold.

Now, let’s not get too far ahead of ourselves. Polymarket’s “CLARITY Act signed into law in 2026” contract ticked up 12% on the news (to 42%), but it’s still down significantly from highs around 75%. So it’s a clear dog to get passed this year.
But imagine it does somehow get passed because of this negotiation from the White House. That scenario is certainly not priced in. It’s somewhat consensus that a lot of big institutional and investment capital is on the sidelines until this bill gets passed. If it does, the floodgates could theoretically open. From a price action standpoint, this is the kind of surprise catalyst that puts a bottom in on Bitcoin (and other majors, and a lot of alts, etc.) and could very well drive the leg up to new ATHs over the coming 1-2 years. Progress over the coming weeks alone could be enough to send Bitcoin back to the $80k range.
Of course, this is all speculation, but overall, it seems this bill has new life. Now the next few weeks are even more critical ahead of the August recess.
